Big news on Ventura County Sheriff's carry license program

It's been a while since our last post - it's safe to assume we have been working on the next volley of lawsuits - so we wanted to take a few minutes and update you on some interesting developments out of Ventura County.
On the morning of Sept. 26, 2011, Ventura County Sheriff Geoff Dean and I had a very positive telephone conversation in which he pledged to work closely with Calguns Foundation on the Carry License Sunshine & Compliance Initiative's goals for his department. To that end, he assured us that he and his department were committed to developing a vastly more efficient, compliant policy and system for carry license applicants.
Within ten minutes of the conclusion of my phone call with Sheriff Dean, I was contacted by the sergeant in charge of creating and maintaining the new policies. After over an hour of discussing the laws relating to these issues (both applications and public records), it was clear that the Sheriff's Office was sincere about this effort.
Over the next few months, CGF, our attorney Jason Davis, members of the Ventura County Sheriff's Office, and the Ventura County Counsel formed a friendly and productive working relationship that I feel very proud to report led to some breakthrough changes in the VCSO's policies. I'm hopeful that these changes will positively affect the ability of law-abiding Ventura County residents to acquire a license to carry a handgun for self-defense. Certainly, they represent a substantial shift in law enforcement's understanding of carry license law and the importance of following the standardized process that the State Legislature has codified in Penal Code sections 12050-12054 (26150-26225 as of Jan. 1, 2012). I'm further optimistic that this indicates a new willingness of licensing authorities (sheriffs and police chiefs) to adopt a compliant carry license policy, such as CGF's model policy.
Notably, these developments followed CGF's victory in Calguns Foundation v. Ventura County Sheriff Bob Brooks et al, in which CGF successfully compelled Ventura County and the VCSO to produce to us carry license records important to applicants and pay our attorney's fees. On behalf of CGF, I'd like to thank Sheriff Dean, his staff, and the Ventura County Counsel's office for their professionalism and commitment to improvement. I'd also like to thank Jason Davis for his ongoing efforts on our behalf to secure Californians' fundamental right to bear arms under the Second Amendment.
