Calguns Foundation Carry License (LTC/"CCW") Sunshine and Compliance Initiative
CGF’s Carry License Sunshine and Compliance Initiative is a grassroots education and litigation campaign designed to:
(A) Procure and publish objective carry license-related records and other data acquires from licensing authorities and the DOJ (going to actual issuance/denial and the contours of policies, both as-written and as-applied, like local application policies, good cause statements, and reported statistics);
(B) Force licensing authorities to comply with state statutes, legal precedent, and the Constitution;
(C) Track and monitor local practices;
(D) Support applicants and licensees; and,
(E) Develop and promulgate materials related to the above.

Updates from CGF: Nov. 22, 2010: San Joaquin removed their requirement that applicants who reside in incorporated areas first apply to their city PD Chief of Police; here's an excerpt of an email from the SJSO: "...as a resident of an incorporated city, pursuant to the California Penal Code, you have a choice in submitting an application to the Chief of Police of the city you live in, or the Sheriff of your county of residence."
